Changes in securities market risk parameter report EQM44

Please note that the following changes will be made to the risk parameter report EQM44 starting from 4 March 2019:
 
- New value in INFO node: period of prohibition of short selling.
- New fields in RECORDS node: ISIN, FP_Begin, FP_End.
- Several fields in RECORDS node became optional.
