REPO risk parameters change for the security CHMF

As per the Securities market risk parameters methodology, on 17.09.2019, 15-28 (MSK) the lower bound of the REPO rate (up to -86.57 %) and IR Risk Rate (up to -2.63 rub) for the security CHMF were changed. New values are available here.
