Changes in the structure of SEM83A report on identifiers on the securities market

Starting from 19 February 2024 it is planned to change the format of SEM83A report on securities market trading member's identifiers (new format). New required UserType field will be added to the RECORDS node with following possible values:
1 - Trader
2 - Analyst
3 - Observer
4 - Not defined
