Changes in the procedure for admitting members to the additional weekend session

An adjustment has been made to the previously announced procedure for admitting members to the additional weekend session, as described in Developer Newsletter #17. Instead of being admitted upon applications, all members are admitted by default to the additional weekend session. A member may submit a request to opt out of participation. The news text on the website has been updated to reflect the new admission procedure.
